An “Update” of Napa County’s Local CEQA Guidelines – actually a stealth measure designed to quietly sneak many of the Stream Setback Ordinance’s restrictions in under the radar right after the Stream Setback Ordinance was overturned by voters.

The measure, labeled an ”administrative update”, was scheduled for “first and final reading and intended passage” by the Board of Supervisors.

Upon discovering its nefarious nature and content, NVLSA blew the whistle and the Board of Supervisors disavowed any responsibility, saying it was all staff’s doing.

Staff at first defended all the proposed new restrictions, claiming that each and every one of them was required by state law. Under NVLSA’s intense scrutiny of each new restriction, however, staff eventually backed off on all of them.
